Therefore, we prefer tenants who may ultimately be able to qualify for a loan that would enable them to purchase their unit. "Bad credit" makes loan qualification problematic and indicates potential problems paying rent. Our target demographic is 50-80% of Lincoln County area median income (AMI) as defined by Oregon Housing (HUD). An applicant does not "qualify" simply by being above 50% of AMI. Given our rents, we are targeting primarily the upper half of that range. The rent must be affordable to the applicant. We view affordability as total occupancy expense (rent plus electric) of 30% of the tenants' gross income, and we are unwilling to make deviations in that percentage. Our higher rent units, therefore, require a higher gross income than the lower rent units. Another objective is to provide housing for working families already residing in the greater Yachats area. We currently have two out of six occupied units with households who are not employed in the local community. Given our mixture of objectives, it is not really possible to create definitive "pass/fail" criteria in advance. Our decisions must be based on a balancing of all our objectives against all of the data concerning a potential applicant.
