Special Note on Condo Association Rules:
Condominiums have what they call Home Owners Associations, governing bodies that help take care of the place but also in enforcement of rules. So one aspect that is markedly different than an apartment complex is if there is a rule violation, the HOA can, and does, issue fines. So for example if you make enough noise to where the neighbors feel they need to complain, typically there would be an initial warning by the HOA, but after that there would be a fine issued and the fine doubles with each subsequent violation (i.e. $50, $100, $200, $400, $800, etc). Below is a full text of the rules so you'd know what you are getting yourself into:
- Car washing is not permitted due to our surface water flowing directly into Johnson Creek (a protected watershed) The fines imposed by the city can be very large on this one so just don't do it.
- Speed limit 10MPH
- Parking only allowed in your driveway, parking space, or the lower parking lot. Blocking of any other driveway, garage, street, or fire lane is not permitted. Parking along the curb of units 1-18 is permitted while loading/unloading only. Abusers will be towed.
- Inoperative, non-drivable, or vehicles in disrepair must be parked in the garages only.
- No maintenance of vehicles that involves solvents, fuel, oil, etc is permitted. Anything involving fuels or highly flammable substances is not permitted due to the fire risk. Any major vehicle work needs to be done in your garage (i.e. anything that takes more than a few hours to complete).
- RV's or trailers may only be parked in your driveway and for not more than 24 hours.
- No business/commercial related activities outside of your unit (this includes odors or noises)
- Front and rear decks must be kept free of rubbish or significant clutter or offensive/unsightly items.
- Only recyclable items are permitted in the recycle bins. Only residential trash items are permitted in the dumpster (i.e. someone running a commercial business must dispose of business-related items elsewhere or compensate the HOA for the additional cost of disposing of those items).
- All dogs must be kept on a leash and have ID tags
- No skateboarding
- No sub or partial-leases (i.e. you can not rent out one bedroom or garage space to someone else)
- No interference. (I.e. blocking of access to any common areas such as stairs, decks, walkways)
- No nuisances (basically anything that prevents other residents from enjoying their property, which includes noises, smells, or sights). Note that Portland also has its own noise laws (Portland City Ordinance, Chapter 18.12) that clearly defines noise limits. 'Quiet hours' between 10PM and 7AM. Basic rule of thumb is that if you cause a noise in your unit and it's louder than a normal speaking voice in a neighbors unit (50-55 decibels), then you are in violation of the county ordinance and will incur a fine.
- No modification to the exterior of the units, which includes screwing anything into the building exterior.
- No signs visible outside of your unit are permitted (i.e. business advertising), except for real estate advertising on properties that are for sale.
- Planting anything outside the units requires permission from the HOA. (Just email us, we encourage small gardens or any plantings that beautify our neighborhood).
- Residents must keep the exterior (decks, driveways, etc) neat, clean, and free of any tripping or fire hazards. If you have potted plants on the wooden decks, put small risers under the pot to avoid rot.
- No wires, antenna, pipes, lighting etc permitted outside the unit without permission from the HOA.
- No wood burning fire pits or oil based turkey fryers are permitted. Charcoal grills are allowed only in the driveways (not on any wooden decking). Any charcoal coals must be completely cool to the touch prior to disposal.
Rent includes water, sewage, and trash.
