The property will feature 52 1, 2- and 3-bedroom apartments for low-to-moderate income individuals and families. Section 8 and most housing vouchers are accepted. HDC MidAtlantic will be providing property management services. If you have previously for The Flats Phases I, II or III, you will need to apply (with fee) to The Flats Phase IV separately to be considered for an apartment in each phase. 1 Bedroom Apartments (1 Full Bath, 694 square ft.) 30% Income Limit 1 BR Apartments at $448 per month* You will need to print the application to complete it. You may also pick up and return completed applications (with fee included) (on Tuesday, Wednesday, and Thursday 9:00am to 11:00am and 3:00pm to 4:00pm only) at the temporary office (The Flats Phase III) located at 610 Bayard Avenue, Wilmington, DE 19805. Tours are NOT available. The first step is to submit your application and get approved by the Community Manager. Once you are approved, you will be contacted for a processing appointment and then you will be given a tour of the apartment prior to lease signing. Apartments are assigned in the order in which completed applications, with fee are received back to us. You will receive a letter by mail to find out if you are approved or not.
