Included with all applications are the following attachments: City of Portland Notice to Applicants relating to a Tenant's rights to request a Modification or Accommodation. City of Portland Housing Bureau's Statement of Applicant Rights. Each applicant is liable for the lease and must sign lease even if they are not financially responsible. Landlord may refuse to process an application that is: materially incomplete, fails to include information concerning an Applicant's identification or income, or: Applicant has intentionally withheld or misrepresented required information. Landlords may refuse to process the application of an Applicant who has "repeated and verifiable" violations of rental agreement within 365 days of the application submission date. "Repeated and verifiable" means: at least 3 violations have occurred within 1 year period and the most recent violation occurred within 365 days before the applicant's submission date. The tenant received notice of each of the 3 violations in writing at the time each violation occurred; none of the 3 violations were dismissed, cured or resulted in a general judgment for the Applicant before the applicant submitted the application; and the landlord provides the applicant with copies of the notices referenced above.
Applicants who fail to income qualify may be required to pay an additional security deposit in the amount of half a month's rent. Guarantors cannot be required to: have income more than three times the monthly rent amount,
exceed the term of the rental agreement. Applicants may provide supplemental evidence to mitigate potentially negative screening results.
