Both for their safety ( coyotes ) and the rules of the association . I've seen carriages being used or leashes ! Best of indoor cat . There is guest parking on the street in designated spots , never take someone else's spot ( people get very picky about their spots ) I will leave extra instructions where to park during a snow events so plows can get in and out .
