A little bit scattered, but cares about some aspects of the building very much.

Property
The owner/manager was clearly invested in the quality of his buildings, but the location isn't attractive in spite of the nice amenities he's putting in. Although he held an open house and answered many questions, the units were not yet operational so there was no way to test things like water pressure, windows, cupboards, lights, and outlets.
