Smoking is prohibited on the property, including garage, courtyard, entry foyer, elevators and stairways. 2. Units are to be used for residential purposes only. No business will be allowed to operate out of any unit; no exceptions. 3. The exterior of each individual condominium and the area surrounding it is under the jurisdiction of the 10878 Bloomfield Homeowners Association, Inc., therefore, you do not have the right to change or deface the condominium exteriors. 4. Plants may be placed outside the doorway as long as they have a saucer underneath and are placed on raised platform (i.e. a wheeled dolly), do not block the walkway and do not damage the decking. Any damage to the deck caused by the resident will be the responsibility of the homeowner. 5. A doormat may be placed outside the unit as long as the doormat does not retain water or negatively affect the deck. Any damage to the deck caused by the resident will be the responsibility of the homeowner. 6. Seasonal decorations are allowed on the unit doors for a period of 30 days prior and 30 days after the given holiday. 7. Units may not display or maintain furniture, seats, tables, other than the regular sized doormat, outside of the unit that block or obstruct the walkways; no exceptions. 8. No outside antennas or satellite dishes shall be attached to any roof or building exterior without prior written board approval. 9. There may be no signs posted except for 'FOR SALE', 'FOR RENT' or 'FOR LEASE'. For 'Open House' purposes only, signs may be placed on adjacent common land but away from the sprinkler system or at the nearest entrance street curb margin. Unauthorized signs will be removed at owner's expense. 10. Parents shall be held responsible for the actions of their children, pets and guests at ALL TIMES. 11. Any damage to building, recreation facilities or equipment and/or other common areas or properties caused by an owner, his/her family, tenants, guests or employees or contractors, shall be at the expense of the applicable owner. 12. No unaccompanied minors (under 18 years of age) allowed in the recreation room. 13. No persons under 13 years of age are permitted on or near any fitness equipment. 14. No trespassing on the roof of the building for any reason other than authorized repair of equipment. **Except for July 4th & New Year's Eve holidays** 15. It is prohibited at all times to allow access to an unknown person(s) on to the property. 16. It is prohibited at all times to prop open lobby doors and /or leave any access to the building open and unattended, including garage gate, east and west security gates. COMMON AREAS CONDUCT 1. The Common Areas may not be used for private parties or picnics (see Recreation Room Rental section for exceptions). 2. No loitering in common areas shall be permitted. Complaints are to be submitted, in writing, to the management company stating type of violation, date and timeframe of the occurrence. 3. For safety, liability and insurance purposes common area walkways, including the atrium/courtyard, are for pedestrian use only and driveways are for the use of motorized vehicle traffic. With the exception of small toddler sized tricycles and scooters, activities such as bicycling, roller-skating, skateboarding and all other games and sports are considered dangerous in these areas and are NOT permitted in the common areas of the complex under any circumstances. Bicycles are to be walked in common areas. 4. Owners and occupants shall exercise reasonable care to avoid making or permitting to be made, loud, disturbing or objectionable noises that may unreasonably disturb residents or occupants of neighboring units. Noise (talking, music, etc.) shall cease at 10PM. 5. No owner is permitted to plant any plantings anywhere on Common Area property. 6. No exterior clotheslines shall be erected or maintained and there shall be no drying or laundering of clothes. NOISE 1. Loud, unnecessary noise and disturbances are prohibited at any time. This includes, but not limited to, barking and whining dogs, screeching cats, loud quarrelling, profane language, loud radios, TV sets or stereos. 2. Resilient pads/cushioning must be placed under work out equipment in units. No personal gym equipment use between the hours of 9 pm and 8 am weekdays and 10 pm and 9 am weekends. TRASH 1. You must use the city trash receptacles. Trash in any other container WILL NOT be picked up. Cardboard boxes must be cut/broken down to fit inside the blue recycle container. 2. When disposing of trash, units must ensure the common areas remain clear of spillage and clutter. 3. There shall be no temporary storing of trash or trash bags outside of units or garage spaces at any time. 4. All trash must be placed inside the trash bins, not left on walks, doorways or driveways including next to the trash bins. All cartons/boxes must be flattened and placed in the recycle bin(s). 5. Trash bins are to be closed after making deposit. 6. Mattresses, furniture or other large objects are not allowed in trash bins. Other arrangements should be made for these types of trash. For "Bulky Item Pick-Up", call the management company. GARAGE RULES 1. Parking is allowed in assigned parking spaces only. Owners, by common agreement and notification to the management company, may switch designated parking spaces. Issuance of a violation letter or ticketing of a vehicle in an unauthorized parking space shall occur upon receipt of complaint from the legal owner of the parking space. 2. All residents are required to provide vehicle(s) information including make, model and license plate information to the Association. 3. Storage units may not be placed in the garage without prior written consent from the Board of Directors. **Any currently placed storage units in the common areas i.e. storage rooms of the garage, may not be grandfathered in after the sale of the original owners, and have to be removed at owners expense. 4. Storage of loose items in the garage such as bikes, boxes, etc. is prohibited. Inoperable vehicles will be cited and towed. The county and city ordinances pertaining to inoperable vehicles apply to these rules and regulations. 5. "NO PARKING AND TOW AWAY" signs are to be strictly adhered to at all times. 6. No vehicle shall be parked in any driveway at any time. 7. No unattended vehicle may be parked in the common area blocking any parking space even if the space is your own. 8. All thoroughfares are considered fire and emergency access roads. Any vehicles parked in common areas other than assigned parking spaces are prohibited and will be TOWED. Civil Code and State Laws take priority over governing documents. 9. There will be no vehicle repairs done in common areas or the garage except in case of emergency. 10. Please keep your parking areas free from trash, oil and debris. 11. The washing of automobiles and other vehicles in any area of the complex, assigned parking spaces included, is strictly prohibited. 12. No service vehicles, commercial trucks, Recreational Vehicles or trailers will be allowed in the garage at any time. GUEST PARKING 1. Each unit shall be issued two (2) parking identification tags to be used for two (2) car parked in the guest parking. Any vehicle parked in Guest Parking must have the identification tag displayed at all times. Any unidentified car shall be towed at the owners' expense with no advance notice. THERE ARE NO EXCEPTIONS. Any reproduction of the 10878 Bloomfield parking identification tag shall result in the owner's vehicle being immediately towed and subject to fines. 2. Replacement 10878 Bloomfield parking tag is available from the property manager at a cost of $100 each. 3. The parking spaces designated as "Guest Parking" are exclusively for the use of a guest of the residents while visiting the premises. Residents and homeowners are not permitted to park in the areas designated for "Guest parking". Resident vehicles parked in "Guest Parking" are subject to tow at the owner's expense, and additional disciplinary action including fines will be assessed by the Board of Directors. 4. The time limit for a "Guest Parking" is 3 days in a 7 day period from the day the car is first parked in Guest Parking. Any vehicle observed parking for a longer period than allowed is also subject to tow at the owner's expense. Parking enforcement is strictly under the discretion of the Board of Directors. 5. Requests for extended Guest Parking times, must be made in advance and in writing, sent to Property Management and will be approved by the Board on a case by case basis. 6. Repairing of any type of a vehicle in Guest Parking area is strictly prohibited; any damages, oil spills, etc. will either need to be cleaned up immediately by the owner or will be cleaned up by the association and all costs accrued will be assessed the owner.
